- Due Diligence (Police certificate from country of birth, and from any other country in which you have resided for a period of at least one year during the ten (10) year immediately preceding the submission of the application for citizenship by investment. • The police certificate should be no more than six months old. *In the event that you are unable to obtain a police certificate, please provide an explanation here. Police certificates are NOT required for qualifying dependents below the age of 16).
- Certified copy of marriage record or marriage certificate (s) (if applicable). *You must submit for the principal applicant and the spouse.
- Certified copy of divorce decree (if applicable) *You must submit for the principal applicant and spouse.
- One (1) document of proof of residential address valid within the last three months immediately preceding the submission of the application. *Examples of proof of residential address include: Certified copy of a recent utility bill OR Bank statement showing full name and address. (Certified copy / Original).
- Professional reference (e.g. from an attorney, chartered accountant or other professional of similar standing) valid within the last six months immediately preceding the submission of the applications.
Eligibility Criteria
- 18+ years of age
- Legally reside in Malta for a minimum of 36 months (or 12 months, under special circumstances)
- Applicants must hold a valid residence card in order to apply for citizenship
- Must not be an EU national
- Good health
- Non-criminal record
- Must not have been rejected by any country where Malta citizens gain visa-free travel access

Steps
Citizenship by Investment Steps
- Start your application process through AZUR CBI
- Pay the initial professional fees to initiate the process
- Prepare the prescribed documents and pay the appropriate fees
- Undergo strict Tier 1 due diligence checks by the Community Malta Agency
- If Tier 1 checks pass, then complete and submit the online application form
- After obtaining residency permit, complete and submit eligibility application form
- Undergo strict Tiers 2, 3 and 4 due diligence checks by the Community Malta Agency
- Receive residence permit
- Relevant Maltese ministry decides on the applicant’s eligibility to apply for citizenship
- If successful, complete and submit the citizenship application form to the Community Malta Agency after 36 months of residence (or 12 months by exception)
- If the Minister approves the citizenship application, select and complete the desired qualifying investment, donation and property requirements
- Pledge the oath of allegiance in Malta
- Receive a Maltese certificate of naturalization
Note that the Community Malta Agency will conduct continuous monitoring for five years.
